Oh right Pathfinder's turn undead is... actually less stupid than 3.5's, which is good.
Because at 1st level fighting the weakest zombies you couldn't turn them unless you rolled above average in 3.5 (But if you could, you could turn up to 6-7 of them), and by level 6 you absolutely could not turn a zombie of appropriate CR, no matter what you rolled on anything.

in 4e, it's essentially just a damage and stun encounter power.

it does do descent damage, but it's not really amazing.

A whole lot of powers in 3.5 assume a PC is fighting tons and tons of minions lower level than themselves. I've never actually seen a campaign like that but it does seem to be the default design decision of most of the early books.

Even so, a 20th level turn undead can only turn *one* cr 6 zombie. But it could also fail to do that. It's super crazy.
